Yes. The license is bound to a domain, not a server. Backup your database and files, deploy to the new host, and the license re-binds on first verify. The bound domain can also be changed once via the admin panel.
No core feature is gated. The licensing service controls update delivery and marketplace add-on entitlements only. Everything in the box on day one stays in the box forever.
